that in my despatch No. 51 of the 5th May, I have already discussed the question of Unregistered brothels, and will now proceed to discuss the questions of gambling and hawker's stalls.
2. It appears that early in 1879, several complaints were made of the prevalence of gambling in this Colony; and that, in one case in particular, a Chinese officer complains that he had been robbed, or swindled, in a Chinese gambling house. In consequence of this state of affairs, the Commission, alluded to by W.S. Markham in his letter to the "Chinese Population", was issued by my predecessor, Mr. I. Pope Hennessy.
A copy of it is annexed. As you are aware, the Commissioner's report made a report; consequently, in order that I might be in a position to answer your Lordship's question as to the Cause...
